This paper introduces the Job Effectiveness Description (JED) as a conceptual enhancement of the traditional job description, addressing its persistent limitations as a task-oriented, static, and measurement-disconnected instrument. The objective is to define a coherent role document that embeds three interdependent indicator classes: Key Behavioral Indicators (KBIs), Key Operational Indicators (KOIs), and Key Performance Indicators (KPIs).
The methodology is a qualitative conceptual analysis and integrative literature review in which scholarly and practitioner sources on performance management, competency modeling, and organizational effectiveness are synthesized to construct and justify the framework. The analysis yields a three-layer measurement architecture organized as a causal chain in which behaviors enable processes and processes produce outcomes, together with an illustrative structure and implementation considerations covering strategic alignment, behavioral definition, indicator parsimony, and system integration.
The discussion positions the JED against prior competency-based appraisal models, showing that it extends them by adding an explicit operational layer that such models typically omit, and relates the framework to evidence linking indicator measurement to organizational effectiveness.
The paper concludes that describing a role without describing effectiveness is incomplete, and that integrating behavior, process, and outcome within a single document offers a more valid, transparent, and strategically aligned foundation for role design and performance evaluation. The JED is offered as both a theoretical contribution and a practical template, with empirical validation identified as the principal direction for future research.
