Rural community empowerment groups frequently stall between communal associations (paguyuban) and productive businesses due to lacking internal regulations like Articles of Association and Bylaws (AD/ART). This study evaluates the psychosocial impacts of participatory AD/ART drafting on organizational behavior specifically communication satisfaction, role clarity, and commitment. Utilizing a qualitative evaluative case study, data were collected through interviews with four group leaders at Roemah Kreatif Boek Khaman (including KWT Haman, Batik Group, and Uwas Buloh) and a one-year participatory observation by Pertamina EP Limau Field's CID Team. Baseline findings revealed governance fragmentation exacerbated by ewuh pakewuh (interpersonal reluctance), resulting in laissez-faire behaviors, leadership role overload, and commitment limited to indebted obligation. Post-intervention, members demonstrated cognitive restructuring and socio-psychological transformation, characterized by assertive communication, internalized roles enabling two-way supervision, and a shift toward professional commitment. However, the elderly bamboo craftsmen (Uwas Buloh) demonstrated that managerial formalization cannot be rigidly applied; interventions had to negotiate with pre-existing kinship structures and decentralized domestic production. Ultimately, while institutionalizing internal regulations is crucial for resolving rural operational ambiguities, implementation is highly context-dependent and necessitates cultural compromises.
