Human resources are an important factor in the success of an organization, including government institutions. This study aims to analyse the effect of servant leadership on employee job satisfaction and work engagement, the influence of work engagement on job satisfaction, and the mediating role of work engagement at the influence of servant leadership on job satisfaction at the Department of Transportation of Bangli Regency-Bali Province-Indonesia. The study employed a quantitative associative approach using a saturated sampling technique involving 85 civil servant and non-civil servant employees. Data were collected through questionnaires and analysed using Partial Least Square (PLS). The results showed that servant leadership has a positive and significant effect on both job satisfaction and work engagement. In addition, work engagement also has a positive and significant effect on job satisfaction and is able to mediate the effect of servant leadership on job satisfaction. These findings indicate that the implementation of service-oriented leadership and employee empowerment can improve work engagement and employee job satisfaction at this institution.
